The University Syndicate in its meeting held recently unanimously approved the conferment of an honorary Degree of Doctor of Science upon Engr. Shamsul Mulk, says a letter issued to him by Prof. Dr Iqrar Ahmad Khan, Vice-Chancellor of the university.

Engr. Shamsul Mulk is a professional civil engineer and has served in key positions of Water and Power Development Authority (WAPDA) and finally as its Chairman. He was the first Wapda engineer to become its Chairman in May 1994.  Engr. Shamasul Mulk was the founding chairman of Pakistan Water Partnership, the country chapter of the Global Water Partnership Stockholm, Sweden. A prolific scholar, as he would easily pass for, he has been associated with several major projects such as Tarbela Dam, Mangla Dan and Ghazi Barotha Hydropower Project.

In view of the invaluable services provided by him, as an engineer and a man of the moment, he was awarded Hilal-e-Imtiaz, a high profile title by the President of Pakistan in 2007. University of Engineering and Technology, Lahore awarded him an honorary PhD degree in December 2010 in recognition of his meritorious services in the power and water sectors and his many other contributions in public service.

He is rightfully regarded as an authority on the twin subjects of water and power of the country. He has written for, and spoken at, many international forums on the development and management experience of Pakistan in water resources. He made significant contributions to the World Bank report, Pakistan’s Country assistance Strategy 2006, apart from working as a member of the International Advisory Group, constituted by UNDP and World Bank on the River Nile. As a Co-Chairman of the Task Force for Climate Change, constituted by the Planning Commission of Pakistan, he submitted a comprehensive report, an eye-opener, indeed, on Climate Change effects on Water Resources of Pakistan.

In 2006, he succeeded the late Mr Ghulam Ishaq Khan, former President of the Islamic Republic of Pakistan as President of the Society for the Promotion of Engineering Sciences and Technology in Pakistan (SOPREST) and Board of Governors, Ghulam Ishaq Khan Institute. His association with GIK Institute – a brainchild of Mr. Ghulam Ishaq Khan – dates back to 1996 when he was admitted as Founding Member of the General Council of SOPREST and Member of the Board of Governors of the Institute.

Jehangir Bashar, Rector and the academic and other staff of Ghulam Ishaq Khan Institute of Engineering Sciences and Technology have welcomed the award of honorary Doctorate degree to Engr.
